Can ground and neutral be on the same bus bar? What is a grounding bus bar? Can you put ground wire and neutral wire in neutral bus bar?

Power neutral busbars may also be insulated because it is not guaranteed that the potential between power neutral and safety grounding is always zero. Earthing (safety grounding) busbars are typically bare and bolted directly onto any metal chassis of their enclosure. If there is a service disconnect outside, then everything downstream (including your distribution panel) is now considered a sub panel. The only place the neutral and ground can be together is at the service panel (your disconnect outside).

The difference between a ground wire and neutral wire is often misunderstood. The problem primarily comes from the inappropriately named “ neutral ” wire. There is nothing neutral about a neutral wire. It is a current-carrying conductor, just like a hot wire and has all the potential for danger and should be treated with the same respect. The original bar is mounted in a plastic housing which I assume isolates it from the box.
